I have observed this busy bird off and on over the last couple of months. Getting a good image is not easy, so excuse the quality. I wanted to submit these images so I might get an idea as to why this bird has the growth(s) on its beak.

I am sorry no-one has commented on these pictures as I have seen exactly the same thing this year, and did last year too. Like your photo, the bird we found was very scruffy and unkempt. Yesterday it had got inside a chicken house, presumably after the food. Today we found it tangled up in some bird netting nearby. We released it but It didn't look very strong. I am interested to know that the one you saw survived, at least for several months. Maybe ours will make it...
